What do you do with the 3 stakes that are at the bottom? Are you supposed to bend all three until they're straight and then push into the ground?

I turned my stakes on their side & pushed them into the bottom of the tombstones & then into the ground. From the way the stakes were made they really seem to be made for table top decorations.

Are the stakes removable?

Yes, the stakes don't come attached to them, you have to attach them yourself

Are these ok to leave out in the rain?

They are the foam ones like you see in the stores so yes you can leave them outside. I returned mine bc they seem smaller/thiner than the other ones I've seen.
