Hello, these hold tri-fold brochures. What it means by 4" is the 8 1/2 x 11 sheet of paper folded twice horizontally in a brochure type tri-fold way. If you do a search on amazon for "tri-fold brochure paper" you'll get a better description. Hope this helps.
