Description states i can get this with an optional ips display panel but see no such option? am i missing something here?..

I've read that before too. I believe it's an option on the model in general, but this is only the version without the IPS display.

Is this good to pay bills while I'm traveling

It is good for any light computing and internet based functions. So I would imagine it will be easy to pay bills with.

Can it be used internationally?

Yes. I have used it in Mexico with no problem.
