Q: can the heater run on 12v or only 110v?

The fan is 12v, the heater is resistance and expects 110v. The heater may function, but poorly, at 12v.

Q: What is the cutoff temperature on the thermistor? For example, the heater turns off when the unit housing reaches 95 degrees F.

This unit only has the heating element and fan, any temperature control would have to be done by a separate device.

Q: Can the heating element be conectec directly to a 110 wall power outlet ?

Yes but you want to make sure that the fan is also connected to the 12V power supply otherwise you will damage the unit. I suggest you connect both the heating element and the 12V power supply to a common switch.
