Q: What is the diameter of the circles?

Q: Does it hold size C (M9) tanks?

Yes. This cylnder rack will hold both M-9 and E tanks.

Q: How many E tanks will this handle? Your picture shows 12 - but you have reviewers saying it's only six.... Which is it?

It depends on which product you buy (the pictures, even the ones on the manufacturers web site, are confusing). The Amazon page I look at offers three different models, One holds 6 D/E size tanks (and C tanks); one holds 12 M6, (or B) size tanks; the third, based on the dimensions given, I suspect hold 12 C/D/E size tanks. Personally, I use enough of the C and D tanks, that I opted for the carts that hold 12 tanks each. These are available from Amazon and other online stores. Be sure to compare prices.
