Does this device read/scan all military id?

The ID card must have a chip in it, because it is a CAC reader. This will not read family members ID card or a retiree ID card as they do not come with the chip. it will not read all ID cards

Will this allow you to login to ako with a cac card?

Yes, though may still need to install some stuff depending on your version of Windows.

Is this card reader plug and play?

I bought this reader for my son who is in the Military. It works perfect for him. He said it was very easy to use. Simply plug it in.
