Is this accurate to 0.1 deg or 0.05?

According to the information on the Klein Website this is accurate to ±0.1° from 0° to 1°, 89° to 91°, 179° to 180°; ±0.2° at All Other Angles

Can you set this to 0 then find angle on table saw blade if table saw is out of level?

Yes, it measures relative angles, zero it on your saw table and it will accurately measure the angle you need.

Can this determine the pitch (1/12, 2/12, 3/12....12/12, 13/12..etc.)??? Need to determine pitch angle for roofing, pipes...etc?

As said below, you can use it to calculate pitch indirectly. A 12/12 pitch is 45 degrees, zero the inclinometer on the top plate along the same plane as the trusses then transfer it to the truss. The measurement displayed will be the angle between the plate and the top of the truss. Most speed squares have the rise over run angle printed on them, if not: Roof Pitch = (1 ÷ Tangent (Rise ÷ Run))*180/π
