I don't think so, but they make a temp tattoo paper for lasers so I would use it instead knowing i would get a better result

No, they do not. They work on metal, wood and other hard surfaces.

Yes, even after it fully dries you can still remove it.

At what temperature does the top later soften? Can I send this paper after printing through a foil laminator at 250F?

As thin and fragile as it is I would guess not. I wouldn’t even point a blow dryer in its direction.
