Q: Do you cork the bottle first and would a blow dryer work ?

Yes. Cork the bottle first. I don’t use a hair dryer. I pop the cap on and then dip the bottle neck deep in boiling water. Much more efficient and you get a tighter seal than you’ll get with hot air.

Q: Can these be use for 6 oz wine bottles

They should work, I use them on 5oz hot sauce bottles

The order shows 200 pcs. I didn't count nor have that many bottles. They worked good.
