Starts at zero, yes it’s very accurate for a flexible tape measure. It’s been used reliably used to order materials and product.

Where is this made; why is no one answering the question?

It's sadly right that unless something explicitly says "Made in USA", it's probably not. I know this is an old question but I'm responding so that others can see the best way to settle this particular question with almost any item: Put the seller's name in Google search and ask, "Where is (company name) located?". It's a quick check and usually the manufacturer is the seller. In the case of this item, the seller is located in Shenzhen, China, and even if they're not the manufacturer, a Chinese distributer won't be selling American-made products so there you have it. Do both pink and black tape measures have inches and centimeters?

The pink does. I cannot find the black right now, but i think it does.
