It’s more of a gel consistency and absorbs quick. So I’m guessing no oil but can’t be 100%

Is this good for under makeup

I have definitely found it to be excellent under makeup as it absorbs so well.

I thought it was,but unfortunately it is not.The only Nivea products which a vegan are their Naturally Good range,and since they sell in countries where products have to be tested on animals,from I can gather,even the Vega n range is not cruelty free unfortunately.
