Do you apply to battery terminals before or after connecting?

I've been using NO-OX-ID A-Special since the '80's; the best compound to prevent terminal corrosion. My preferred method is to clean the battery post and terminal, install and tighten the terminal, then apply a generous amount of NO-OX-ID A-Special over everything, including an inch or so of the battery cable. Make sure to get some of the underside of the terminal. If the battery hold-down is metallic, coat it and the J-bolts with the compound as well. They will never corrode again.

Can this be rubbed into machined surfaces to prevent corrosion as well?

Certainly; you just have to leave a thin film of No-Ox-Id on the surface.

is this grease silcone base?

Sanchem says NO-OX-ID A-Special has a petroleum wax base.
