The one I got bled red dye on the butter and threads of the handle. Boiled it and it turned the water red and the dispenser pink.

The red dye did come through when I used it the first time. I ended up tilting the red cap at an angle to avoid the butter coming in direct contact with the cap. I have had no problems with it turning the butter red after that. Occasionally, the threads of the handle have shown some red.

How large is the tube? Can I use it with the short, fat, quarters sold at Costco, 1.5"x1.5"x3.25" ?

It barely fits normal sticks. So if they are 1.5 x 1.5 then sure. However I wouldn't keep it in the fridge unless you want to run the risk of breaking the mill when using it. It can't handle the force of cold butter.

What country is it manufactured in?

I really don't know where it's manufactured but I really like it. I find it works better if I leave it on the counter for a short time or run it under hot water for just a minute of so. It's a little hard to turn the handle but still glad I bought it. I use is a lot.

has anyone used this for goat cheese (to prepare finger food on biscuits)?

How does goat cheese compare to the consistency of butter or soft cream cheese? I have used it on soft cream cheese, NOT THE WHIPPED variety, the kind in a brick. It does work spreading out a layer of cream cheese... it has some limited success on spreading creamy peanut butter.. but it works for that too. I've had this or different versions of this product for years and I swear by it.
