No, I don't think you would make "twist ties" with this wire. It is not flexible enough for finger twisting. I'm assuming by "twist ties" you mean as if you were taking two wire ends, twisting them together, as is done when putting flexible electrical wire together as part of closing them with a twist and a wire nut. This is braided stainless steel strands twisted to make a 1/16" wire -- way to tough to finger twist two 1/16" pieces together. These wire ends are meant to be secured with aluminum ferrules used with a pliers type crimper designed for the purpose. The other option might be to use a "U" shaped closure with threaded ends and secured with two nuts -- not sure what those are called. But, you're definitely not finger twisting this wire.

Would this work well for clothesline? Could it stain clothes?

I do not think it would stain clothes. It is just plastic coated wire. The problem is it does not tie. Not sure how you would attach to whatever.
