Is it bright blue or light blue?

It is actually called electric blue. I have a 2002 Mini Cooper S and the color of this toy car is spot on. Look up images of electric blue Mini Coopers for reference.

No. It doesn't. Just because it says "1/28 Scale", it's not like those 1/27 scale cars. Mini Cooper's like this actually have a scale like the cars Kinsmart made.

Does this come in white?

I've never seen a completely white version, but that does not mean it does not exist. The roof on my model is white, the rest of the body is aqua.
