Yes but it's advisable to use a glass cleaner after your normal wash procedure anyway to ensure a clean and streak free finish.

Does this help remove tar?

It is a very good car shampoo but it doesn’t remove tar. You need a tar cleaner for that.

How much is enough for an 8 litre bucket of warm water? 2 caps like it says or less?

Yes, I advise using what it suggests. For me, providing the water is warm or hotter (hotter better), it soaps up very well and lathers nicely of the bodywork of my motor. It doesn't seem to take much elbow grease to remove dirt either, though that could be body surface dependent but it really is a great wash liquid. When you put it in the water you can either put it in first then fill the bucket with water after mixing the solution well or pour it in after the water and hand shake it up.
