Q: Hi..i received my order and its about 1/4 empty?!!!

Thank you for inquiring about this. Blackwood products are verified to contain exactly the net weight of liquid (in this case, 8.92 fl oz) noted on the bottle. However that liquid usually does not reach the top of the bottle, since the bottle & pump operate best when not filled completely. Many personal care products are filled similarly, but it's not noticeable because they don't have cool translucent bottles like ours. So even if liquid doesn't reach the top, by weight the full 8.92 fluid ounces should be there.
