No, only change one and after two weeks change the other one, don't change the foam pads just rinse them out with aquarium water . Yes good bacteria is in the pads

Some treatments advise the removal of Carbon used as a filter media simply because it will absorb the treatment from the water before it can do any good. The filter should run okay to keep the water circulating without the cartridge fitted. A good reason to read up on treatments before use.

No. It is just a poly fiber filter for particulates, and a carbon filter for organics.
