Yes! And twice Yes!
If you use a Dremel for a cutoff tool on small pipe or bolts or where you can't get anything else even close to where you need to cut... You need this mandrel for the quick locking cutter disks that will save money and frustration... BTW in the long run, you'll remember this recommendation every time you'll uses it!... And you're very welcome for thinking of me too... gw

Newer style to allow for newer attachments
This was as expected. Installs in place of the original mandrel and allows for operation of the newer quick attach attachments. Works just fine !

Shockingly expensive
Yes, this is nice to have. Being able to quickly mount different components is a good thing. But it is not worth anywhere near the seventeen or eighteen dollars. It is a tiny piece of metal. I got my new Dremel recently, with the kit came a collection of basic startup attachments. 12 of these required the mandrel. Soo..... I pull it out, get a blade, attach it. It worked flawlessly. Wonderful. Then between checking it out and getting back to the tools, I misplaced it. All 12 of those cutting and other tools became useless. Exactly one mandrel comes with the unit. The thing is really, really tiny. Unless it turns out to just be on a table or something, impossible to miss, I likely will not see it again.Looking through replacement options, I have Four options. By a set of cutoff wheels, one comes with that set. Or a 160 piece set of tools, 37 dollars, one comes with that. Or buy that one little piece, 17 dollars.Option 4. Walk away from Dremel accessories when possible--use an alternative where you do not have a single point of failure, where a duplicate piece is more expensive than some entire sets. To be so dependent on that one little piece is nuts. There is not a spare/backup with the kits. So to use all these pieces you need that one piece. Lost or broken? You are screwed.
