I switched two of these 5w for two 35w halogen lamps. they are on a on/off switch. when i switch them on, no light only a faint humming. suggetions?

The back of mine get very hot I tested and it was 69c. Is this normal?

All LED lights run hot LED lights used to have a lot of aluminium around them to disapate the heat as technology moved on LED lights don't need this anymore I'm a Electrician of Forty years hope this helps
