With the default fan, unknown. But I replaced it with a Notcua 15mm PWM and you can control that via software when booted.

Is this compatible with the ryzen 5 3600 on ATX motherboards?

Yes,since ryzen5 3600 is AM4. but make sure your ram does not exceed the height clearance of the cooler.

The cpu contact is square and looks like it’s made for ryzen not for intels rectangle cpus or am I wrong ?

I bought for ryzen but you get intel bracket as well, on their website it says "intel LGA 1700/1200/115X" compatibility.
