What does the tip mes sure across the piece that holds the pad on?

Not sure about that answer, but what I can tell you is the shank is to small to fit in the Dremel. I tried putting tape on the shaft to shim it out but the shank bent and came flying out. This product is complete crap! Don't buy!

How woukd theses work on polishing a single crankshaft journal?

They might work for polishing a small spot, but personally I would use crocus cloth if I had to hand polish a crank.

what is the diameter of the shank?

not sure. i know it uses a large collet for a dremel.
