Best guess is some species of aluminum. It is overall pretty sturdy.

Can it be used in school?

I imagine it can. TSA let’s you go through security with a switchblade-like comb, and they’re a lot more strict than schools. It also may depend on how strict the school’s rules are, and how the comb is being used (as a normal comb, a thing to show off at lunch, a distraction from the lesson, etc.), but I would ask someone in the office, or the resource officer/security guard (if you have one), before bringing it to school.

How much noise does it make when flipping?

I don't have a decibel meter, so I can't give you a number. But, it is actually pretty quiet. Your keys probably make more noise, if they are hanging on your belt loop, while you're walking.
