Are these acrylic or oil-based?

I believe acrylic. They are not oil based.

Will these draw over wax? I make a lot of art with crayons and can not find the right pen for adding highlights and details.

I'm not sure about crayons but I know they will write or color over alcohol ink and colored pencils. Colored penciles have some wax build up so I don't know why they wouldn't work on crayons.

Can I draw on Terracotta pots on these and it will last?

Yes, you can draw on them, but the rough texture of the pot will destroy the tip in time. If you want it to last, you'll need to seal it after painting with an outdoor acrylic sealer.
