Can this be used for window decals?

I've made a couple, but I've used protective (uv/waterproofing) laminate over it. Holds up nicely!

I need permanent, is this it?

It’s very sticky but not sure if it would qualify as permanent like a vinyl

Can you cut this paper with a Silhouette or Cricut machine?

Yes I cut out labels with my silhouette...worked great!
