No you don't have to wash it off...I also put it on my eyebrows and eyelashes and I do that at night so it can sink into my skin and also so you're not walking around through the day with shiny eyebrowsHope this helps

Might on very light blond .. nothing from dark blond onwards to black

it should be written on the bottle, otherwise i expect its past and oxidised, etc as been open a while
