Can this be used to extract oils from seeds?

I haven't tried extracting oil. I do think that it would do better than a mortar and pestle of stone, which can be porous and could absorb oil

I wash it by hand. Very satisfied with using it.

Can I use it to grind wet stuff like ginger, garlic, etc.?

I have not used it for ginger or garlic but I would think it would work nicely. I have used it for several other cooking items such as onions and grinding peppers corns. It cleans really well from item to item.
