Can I use this with scale coat II paint.?

i have never used the two together but test it on a similar material before you ruin a project.

I use Vallejo primer. Will using this in Tamiya paint attack the primer?

It should work fine, just let the primer fully dry. Works fine when airbrushing tinned Tamiya paints. Good luck on your projects.

Is there something special about this particular bottle? I’m just wonder why it is listed for literally double the msrp.

Use laquer or Tamiya’s x20 acrylic primer for tamiya acrylic paint for smoother finish. Vallejo primer is made for acrylic paint.
