Can you move the arm up and down?

Yes. It has a mechanical ratchet/claw-grip wheel that holds without slipping. The only consideration you may have is how heavy your microphone is. For me, I use a Blue Spark and when it is on the stand at an angle like the one pictured, the stand will not hold it (tips over due to be 'front heavy') unless you anchor the stand in some way. If it is close to the edge of a desk, I have used a c-clamp. But, in my more recent setup, the microphone stand is set several inches back from the edge of the desk where I can't clamp it down. So, I unscrewed the arm from the base, placed a 5 lb. weight plate (a simple, flat 5 lb weight that you would place on a dumbbell sleeve) on the stand base with a piece of rubber draw liner in-between the stand base and the weight plate (so it didn't scratch the microphone base and also isolated the weight from the base so that there wouldn't be extraneous 'sounds' - resonances - picked up by the metals touching each other). The weight effectively holds the base in place and I can put the heaviest microphone on that stand, at any angle, and it will hold it. If you don't already have a spare 5 lb weight plate they only cost a few dollars at any sports store, or, any store - like most Walmarts - that sells athletic equipment. Hope this helps!

Guessing you mean 78 not 7b It tips over too easily with a Shure and similar. I had to use a bean-bag to stop it from tipping. I solved the problem by re-installing it with the LONG arm screwed into the base, and the mic on the short arm! The 'reach' isn't as long, but it doesn't tip. If that works for you, I'd recommend it.

What is the length of the portion of the stand that is attached to base to the adjustable joint?

From the base to the adjustment knob is 2 inches. From the adjustment knob to the threaded portion where the microphone is attached is 7 inches. But you can flip it so the longer portion is attached to the base. Its a very good quality stand overall.

how long or tall this desk stand can go if i just it straight up?

Id say around 12-14 inches tall. I used as a kick drum mic stand sometimes. We also used it to mic guitar cabs just depends in the venue equipment we bring. Base is nice and sturdy but the more outward the boom the less stable the stand
