Yes. I use mine to support a Trangia. It does serve as a wind shield to some extent.

Is. this actually a wood gas stove or simply a wood burner?

My understanding is that it is in fact a wood gas stove. The upper chamber is doubled skinned and has air vents on the inside at the top. In fact this is clearly shown in the cutaway diagram.
