The four (4) foot has three steps. It's the six (6) foot ladder that has five(5) steps.

yes, the ladder does measure 12 feet long and you can safely work on a wall at least 14 to 15 feet high which we needed to put wood siding on our 14 foot high walls inside the house.

Will the 6 ft work if you have 10 ft. ceiling?

A 6 foot ladder will take you 4 feet up if used per OHSA rules. Each step is 1 foot up, you are not suppose to be on the very top step or the one below it. If you are 6 foot tall and you use 4 steps, you will be exactly 10 foot up. So yes this should suit your needs provided that you are around 5.5 or up.
