I do alot of cartoons .. i am looking for something to bright up any colors i use .. is this a good Product for this job ?

Unfortunately the one we received was not a good product . Not color fast . After a few tries , we threw it in the trash .

does it work on skin?

Depends on how dark the skin is.

will this work on black paper?

The main problem you're going to have is getting it to start the ink flowing, to answer your question I don't see any problem with it being used on black paper, hope this helps, Paul.
