You must use at least one battery, but each of them will add more capacity to your bank. If you use 2000 mAh capacity batteries, 8 batteries = 16000 mAh.

Q: What does it mean when the "IN" light flashes on the display while charging? Showing 0% charged.

...yeah, i haven't bought these yet but i have one i bought already put together and that one flashs 'in' while it's charging and 'out' when it is discharging along with a number displaying the percentage of charge.

It depends on the current your power source supplies. A typical USB power supply charges at 1 to 2 amps. So...Yes. It will charge at a rate of 1 to 2 hours for each battery in the pack. If you have 8, 2 amp hour capacity batteries in the pack, it will most likely take roughly 8 to 16 hours to charge a depleted pack.
