Is this product PVC based. or can safely be laser cut?

Not sure about laser cutting. I use a Cricut to cut it.

Which setting should I use with Cricut?

I cut using vinyl setting and it works great.

Can I apply to wood and will it stick?

I have not had experience personally with using this on wood. However on various craft blogs I have heard that most of these adhesive products do not stick to wood unless you paint or seal it first.
