Not sure chest size but I wear a XXL and it fits fine and it’s fully adjustable.

Q: Are there pockets on the back side to hold other things such as notepads??

No, just little slots for pens, flashlight, etc...I'd always stick a small notepad in the other radio slot when I wasn't in need of a 2nd radio.
