Can you put latex gloves over them

I don't think so, these gloves are bulky and thick. Possibly, if you had extra large latex gloves. They are what I use to get hot things out of the oven. If they get food on them, I put them in the washer and dryer with my towels.

Would these work well for working hot sugar?

I cannot say because I have never worked with hot sugar. I have used them for removing hot pans from the oven and off the BBQ pit. Be advised something if held too long you will began to feel the heat. Other then that I am very pleased with the gloves. I hope this helps in some way.
