Does it work on concrete ?

It has a commercial grade adhesive, so I suspect you'd need to use some type of sealer on concrete first under the tape strip so it would adhere effectively. I've only used it on painted surfaces. It is a top-quality product.

Can this be removed without leaving a residue?

I've not had an occasion to remove any I've applied. But because it is so durable, I'm guessing it would leave some adhesive behind. However, a product such as "Goo Gone" can easily remove adhesive residue from almost any surface.

Is this item waterproof?

Although I live in Southern California where rain is rare, I have it installed on two boat trailers and it appears to stick on well even after multiple launch and recoveries.

For a wooden utility pole, can you nail the tape to the pole?

Yes. Even better would be to use enough tape to wrap around and double onto itself.
