Is this toy appropriate for a baby/toddler learning to walk?

It’s not sturdy enough to use as a push walker but a baby that age would enjoy playing with the buttons and balls.

Do you think this would scrape/scratch hard wood floors? Want to get for niece, but sister was worried about a toy scratching their new floors.

Our 16 month old Grandson has been playing with this on our hardwood floors 5 days a week since July. It has not left a single scratch. Our hardwood floors are acacia, which is highly scratch resistant.
