Yes it has distortion with many preset amp simulations. It also has various effects.

Can this be used with an electric ukuele ?

Yes. A Uke or acoustic amp might be better. This amp would work fine.

How high can you crank the sound before it is unclear?

This is a bit subjective. With a solid body guitar (Fender Jazzmaster in this example), there is no noticeable distortion up to around 5 in the clean channel. Above 5 there is a bit of distortion, but it sounds like the kind you get with a tube amp that is cranked to a higher volume. In other words, the champion 40 emulates very nicely the break up in the sound that has made tube amps so cherished by guitarists. This is very different from the mushy, buzzy distortion you often get from an amp that is overdriving the speaker.
