What is the range of dimensions of this base? Will it fit a washer with a 27” x 31” base?

No. They claim max dimensions are 27" x 27", but that's stretching reality. The metal connecting tubes are simply not long enough for that base. You can, however, use the corners with 1" square metal tubes in place of the stock tubes. These can be found at larger home improvement stores. You may need to cut them down to get the dimensions you're wanting.

How tall is this stand?

This stand is 4-1/2 inches. I have the optional caster wheels installed, without them you can adjust the height down to 3-1/2 inches.

Will this fit a 4.3cubic feet mini fridge?

According to our common refrigerator size, our mini refrigerator base is very suitable for your refrigerator, but we still recommend that you measure the length and width of the bottom of your refrigerator first, no less than 16 inches and no more than 24 inches can be used

I have this stand and need to know if I can order just the vibration pads?
