Can the two outer portions be used individually without the center?

Yes, the the middle portion can be left out and you can assemble the two shelves in the middle to the two outer portions, depending on your needs.

Can i make make the product narrower? ii have 83.5in of closet. the product is 85.4in wide

The only way to make it narrower would be to use only two of the three sections. You’re probably better off buying a smaller one.
