Q: Will this work with night owl dvr c20x series? and work with it's rs-485 port?

Probably. Is the rs-485 port standard? If so, you should be good to go.

Q: Does this camera work with the "mipc" app?

I have not used the mipc app so I am really not familiar with it, but after reading about it, it appears that you need a cloud based IP camera that can access your network via wifi, or ethernet connection directly to your router. Since the Sunba camera is an analog camera it cannot do either. So I do not believe you can use the app to access the camera. Your best bet may be to contact Sunba directly.
