It says with lawn chair but it doesn't mention one in description does it come with a seat?

It does not come with a seat - only straps to attach to the back of a seat

How do you secure it to the kayak?

Amanda it has 4 bungie straps with a ball lock. they wrap around the seat frame, works fine if you have a seat style Kayak, I have a fishing Kayak Big fish 120, it fits fine, also keeps your food and drinks cool, with a ziplock bag full of ice or a cooler pack. Hope that helps.
