Of course it does. It would be useless if it didn't. After all, it's meant to attach to a tripod. All tripod heads have a 1/4" x 20 threaded hole to mount to a tripod. Funny question!

It weighs 100g based on my postal scale. It's lightweight, but very robust. I've got two and I love them!

There is a 1/4" -20 threaded hole in the bottom, the same size as the screw on the top.

Q: Will this allow for panoramic shots or is it only intended for fixed shots?

Panoramic shots are a function of the camera, more specifically, the aspect ratio you are shooting in and it has nothing to do with tripod ball mounts. Perhaps you're asking if you can rotate this mount WHILE shooting. If that's what you mean, don't use a ball head. Use a head that's rotation vertically and horizontally are done separately. Such a head will have two locking knobs or handles.
