Q: Will these reduce the vibration created at higher volumes between the plastic base of my 55" tv and the Sound Stand it sits on?

I used these to stop vibration hum on my turntable. They completely eliminated the hum. If you are talking about placing them under your tv base i am sure they should eliminate any noise between the tv base and stand. they are like gummy bear soft and will absorb the vibration causing noise from the tv stand.

Q: would these stretch enough to fit onto 3/4" threaded rod?

The composition of these are really dense. They will not stretch to fit a larger rod.
