What size ducting should be used and cleat size should I order?

Outer Diameter is 16.6mm which is a size 7 cleat (CC7) Minimum duct diameter = 26 mm

Is this pvc or rubber coated?

As far as I can tell it is PVC. I'm not an expert but I believe that the insulation on most wiring nowadays is PVC. Whatever it is, it is certainly tough enough for what it is used for. If it is important to you it would probably be better to check with the manufacturer. Hope that is helpful.

What ampage is needed for garage electrics?

is this cable fairly flexible, I've got to go around a corner ect.

The cable is very stiff and won’t be flexible enough to do a corner. I used it from an emergency stop switch to our hot tub and trust me, it doesn’t do bending well
