Because both of you live in Kommiefornia! It (butane) destroys the atmosphere, everyone could die....... Maybe if they put a high enough tax on it they'll reconsider, remember Prop.65

Will it work on BiC lighters?

For regular standard size of all fit.

Will these work for a creme brûlée torch?

If it takes butane, it will. They all use butane, as far as I know.
