Junk did get it started after a hundred pulls but will not move the scooter

I bout this motor and it came in a poorly packed smashed cardboard box and was a ebay return, i was sent another one and it doesn't even work it was sent the same way

They if the motor was refurbished.
Installed the motor correctly though with one pull start. Pull string broke and motor would not turn over.
