Does the blade have a safety cover?

The blade doesn’t have a safety cover, but it isn’t razor sharp. This is one of the most used tools in my toolbox very versatile.

how do you use the screw driver piece

The screwdriver is a separate piece that is stored in a slot in the handle. It's a right angle piece (similar to an Allen key) but with a flat disc at the bend which can put your thumb on when turning, a flat head driver on the long end, and a crosshead driver (PH or PZ, I can't remember) on the shorter end. It's sturdy and I've used it a couple of times to access screws in tight corners - otherwise you'd normally be better off with a full size screwdriver. I've found the tool (as whole) very useful for many jobs and would recommend it.

Is this suitable for scraping paint off wall plaster?

It’s quite sharp, so might damage plaster unless very gentle. And not flexible like a joint knife ( tool for spreading filler) -that might be better scraping paint off.
