will this work on a pool 48 inches tall ?

As long as the deck is mounted to is.less than 60 inches

Where it is suppose to attach to deck pool is higher than deck what can i do

We have ours hooked on the deck it does have adjustment for the length.

In the 3rd picture down it shows a step that covers the top rail of the pool, does it come with this top step?

There are 4 steps. Whether it reaches the top of your pool or not depends on how deep your pool is. Mine is 52” high and the top step is about 3” below the top of the pool. I would recommend putting some of the rubber strips like you use in the bathtub to keep from slipping on the surface of the steps. The vinyl gets very slippery when wet and can easily cause a fall.

Can I use water to weigh it down? The directions it came with say use clean gravel.

I used one bag of real small gravel if you use gravel be sure to use real small or want go down the hole it will fill with water
